I have a 1990 Ranger 365V with 150 Evinrude and 5.5 inch manual jackplate. I want to experiment with larger setback without spending alot of money. Is it effective/safe to bolt in a 4 inch setback between the jackplate and motor?

Just make sure you have a quality spacer and your transom is strong enough.

You will place extra strain on you transom. Picture tightening up a nut with a 4 inch wrench and then try the same thing with a 20 inch wrench. The farther away from the transom you go the more strain you place on it.

You're headed in the right direction. Those boats need as much help lifting the nose as possible. Usually a 10" jackplate and a very good bow lift prop like Turbo Lightning works best.
