In Canada, the retrofit costs $2500. In California, the retrofit costs over $25,000.

I didn't realize that the CAN/US dollar exchange rate, had drifted so far apart. ;)

Sorry Spoonman, you are 100% WRONG in this case. Those vehicles were manufactured and maintained according to FEDERAL (and California) law, at the time of their production. To change the rule AFTER THE FACT and make retrofitting for current emissions is not legal.

What law would they be violating?

Businesses of all types, install pollution control equipment, most of it very expensive, to conform to "current standards", all of the time. The government comes along, changes the standard and forces the businesses to comply.

It's stinks, but it is nothing new, except maybe for commercial vehicles.

14th ammendment, for starters. Don't worry, there are others.

It is new. NEVER before have individual been required to retrofit emissions on their vehicles. Neither have commercial businesses. Fact is, past precedent on emission regulations are that they can change, and then vehicles made from that point on must comply. When the emissions regs change, repeat the process, but you don't go back and junk or forcibly retrofit vehicles.
