It is better to mix outside of the tank, but if you do it right, either way will work.
To mix in the built in tank, first be sure that there is enough room for the amount of gas you intent to put in.
Put the required amount of oil in according to the manufacturers instructions. Try not to drip any oil near the top of the filler tube.
Place the pump from the gas station into the fill nozzle and pump in a gallon or so. I say use a gas pump to mix because of the pressure of which the fuel pumps out - it will assist in the fuel and oil mixing together. A regular jerry can will not.
Slow the flow down and pull the nozzle out a little to rinse any oil from the inner sidewalls of the fill tube (do not spill).
Insert nozzle fully and top off with required amount of gas.
If the required amount of gas will not fit, you will have a rich oil condition, and a lean gas condition.
