The first thing that video does is confirm that people that don't know how to drive a boat shouldn't drive one at all. And yes, wearing his life jacket saved his life, that's why it's called a lifejacket. But in over 32 years as a boater, I have never done something that dumb before.
I'll continue to comply with the legal requirements of my state or the state I am operating in, thank you. Same as I don't think states should mandate helmet on motorcycles, or seatbelt use. Mandating life jackets for children is fine, but adults can make their own decisions. Including whether to go boating at all.
