i have a 1973 evinrude 25hp that has a oil leaking from a small hole left to the lower unit plug you check the level at. my guess is that its taking on water but my question is where to i hook a fitting to pressure test the lower unit for leaks?

the lower unit was leaking before the repair we put a new seal in under water impeller and new spaghetti seal i was advise by the boat shop to use sealer on all the o-rings when i reassembled everything. after the repair about 10 minutes had i together refilled with 80-90, set the engine in 55 gallon drum and run it notice lots oil floating top of the water some said could be my fuel/oil mix i did notice the oil leaking from the hole was blackish i know new gear oil couldnt turn black that quickly

It's most likely unburned fuel/oil mix is what you're seeing since it was black oil. This condition will show up running in a barrell rather than being on the water.

There's usually a drain hole in the bottom of the exhaust housing that bleeds off unburnt fuel & oil - usually appears black. this also will cause a oil sheen on the water, especially when you're running in a closed area. This is very common and usually nothing to cause alarm.

You can also smell the black substance - new gear oil has a distinctive smell and it would not be black.

There's no point in pressure checking if this is unburnt fuel/oil from exhaust.
re pressure checking, there was a recent thread from a poster who made his own, very professional-looking device. Do a search for "pressure tester" - it was within the past 2 weeks.
