Question on charging system

I have a 1990 Cruisers Inc, with twin MercCruiser 454's - 300hp each. Last year as well as this startup, I noticed that the port moter doesn't seem to be charging... only 12v on the gague... the Stbd engine regularly goes to 13v+.

Is this normal and is there an easy way to test if its a gauge issue or if the alternator is bad... or is it the regulator... The wire seem to go into the firewall to a pair of metal boxs with aluminum heat sinks on them... Where is the best place to take a Voltage reading from...?

Get a DVM and check the Voltage output right at the alternator. If is also shows the same voltage it's not the gauge.
Is the belts tight? Is the wiring to the alternator in good condition?
Pull the alt, and have it tested. Most NAPA auto parts stores can check them for you.
