I would guess your having needle and seat problems to, also you really need to have that carb off the engine and turned upside down to get the float set right, I used a cheap plastic caliper and just took a measurement of the the 11/64 drill bit...I can't deal with the drill bit so well, once you got the float set and bowel back on you should be able to flip the carb back and forth and hear the float open and close,
One last edit this morning, pay close attention to the position of the clip that hold the needle to the float, if not installed in the right direction it can cause the needle valve to change position on the float tang causing the needle to stick, correct orientation is in the Tecumseh pdf manual
