Tilt/Trim not working

2000 Optimax 200HP
Tilt and trim will not work at either the throttle or engine locations. Engine is in the down position.
When operating either switch, I can hear/feel the relays (3) clicking , but with no other response.
I disconnected the bullet connections bypassing the relays and straight wirring to a hot connection. I can get the motor to raise but not lower.
Should I be able to make the motor lower using a straight wire method and, does it make since that since I can raise the motor by striaght wirring, that the relays are bad?

id say that you should check into the wiring from the trim/tilt pump back to your switch. Sounds like bad wiring to me.

I can hear the relays clicking when the switches are activated. The pump will run the engine up when I straight wire a hot to one of the wires directly from the pump.
The switches have power and are working.

just cause they are clicking dont mean they are working properly. Since you hot wired it and the pump ran the motor up means that the pump is NOT shot which is good for you. Either the wiring is messed up, or you need to change your solenoid it is bad one or the other.

Thanks for the input.
The point in metioning that the relays were clicking, was that the switches are working and allowing power to at least get tto the relays.
One relay has a very strong click, while the other seems to be weak.
I am hoping that the relays need to be replaced and nothing else.
My concern, when bypassing the relays and stright wiring the pump, I can only get the pump to operate in raising the engine.
Should I be able to alternate the wires from the pump and lower the engine?
