Water Pump hesitation

Hello everyone, Ok let me cut straight to the problem, I messed up my pump by running it without water for a few minutes, when I took the water pump assembly out it was toasted, so i bought a whole new assembly, put it back-in according to some of the diagram on line, started the engine it took a while before the water came through the "telly tail?"but it wasn't steady flow it was as if it had some air spurting through, when I put it on the water and got it on plane I noticed that only steam was coming out but then when I slow down again I get stream of water coming through but hesitating or trickling out...went back home took it out it seemed like the metal cup inside the housing spun and melted the upper housing ...so I changed it, put everything back together put back on the water and the same story only that the metal cup was still ok...does anyone has any idea or experience about this situation, what would you suggest? what could it be? you guys pulled it out for me few times back ...I am positive you will now too...and thank you very much.
the engine is Mercury 40 hp 1997 4 cyl outboard.

Uh, did you put the keyway back in it when you replaced it?

I did but when I examined the impeller it seemed as it jumped off the key at some point but didn't check it the second time to see of the new impeller that put the second time jumped of the key as well I will do this tonight and let you know.

Where is the upper LU oil/water seal that ought to be sitting on top of that bearing you see....the upper LU drive shaft support bearing, that's oil lubricated from the gear oil in your lower unit? You have oil all over that impeller and going to bet it's LU oil and you can bet your LU is contaminated with water from your water pump. What is the piece of brass/bronze adjacent to the impeller? When you get done with the seal missing, you need to drain flush and refill your LU.

Sorry the picture was after I removed that lower part that sits above the bearing I believe they call it the lower assembly or is it I'm talking about something else...if I'm understanding you right...anyhow the latest is that I took it to a marine mechanic after taking the water pump apart he said everything looks right he examined the water flow after he put it together and the same thing happened...nice steady stream of water from the tell tail but when rubb it up for a little while only steam comes out he said he needs to take the engine apart and it is big job...went back home started taking everything apart starting from the water pump and up I took the engine off and behold where the water enter the engine by the gaskit right after it passes through some sort of spacer got clogged by almost the entire previous impeller fin but enough for some water to get through and when rubbing it up it pulls the rubber pieces up and it causes to block it completely and when you idle the pices fall back down loooool I will post some pictures shortly but thank you all for your input.

One more question ...when I was taking the engine out I ripped the gaskit the blue one you see in the first photo and don't know what is it called to order another one...this gaskit sits on the bottom of the engine and on top some sort of a spacer and then underneath the spacer there is another gaskit that it sits between the the pacer and the case, anyone know what they're called? and thank you very much follows.
