If I am remembering correctly, that is the lever that the throttle cable attaches to if you were not using it as a tiller motor. (when one is using a steering wheel [helm] and control box instead of the handle on the motor). Those two parts I think are unrelated. Someone can correct me or give you more info if I am wrong or whatever.

that is the shift cable mount and as said, is totally useless unless you're using controls on that motor. IF you're steering it with the tiller, you have no need for it.
