With your hardware, I'd say just buy a new used machine off craigslist or even a refurb from newegg or tigerdirect. There are oodles (and oodles) of off-lease desktops out there with plenty of web surfing power and enough power to run Win 7 without issue, all for about $100-$150. You already have a K/B, Mouse and monitor, so why spend the cash for a full system, just get a new off-lease machine and feel the new found power.
Example: 3Ghz 1GB DDR2 (extra 2GB is only $23) - $179 (Comes with XP Pro)

If you aren't playing games on it, you can pretty much buy any PC built within the last two years and be just dandy.
That's a thought, but I really don't wanna spend bucks on a new OS just hoping that it'll work okay.
