    Well it seems like you have isolated the issue. If it won't shift from the motor with the cables removed, but will from the gear case, the issue must be between the gear case and motor. How are you shifting it at the gear case?? Did you separate the lower unit from motor?

    Don't use starting fluid on a 2-stroke. if you want to try this idea, take some 50:1 gas/oil mix and spray a little in the carbs and see if it starts. If so, you know you are not getting enough gas to the carbs.

    As Roscoe said...start by following the gas. Is it going from bulb to fuel pump? Is it making it from pump into the carbs? If so, check for good spark on the plugs. Have you checked compression on cylinders? To run you need spark, fuel, and air....

    With a 18hp, the merc or quicksilver 85W90 lube would be fine. I always use the high performance SAE 90, but that isn't really needed for an 18XD.

    Motor info will help. Sounds like you need to clean the carbs. Could be a stuck float, bad gasket...I'd pull the carbs, clean them, and rebuild them.

    Make sure there is any gear oil in it. Could have been way low on lube or water in the lube causing the gears to go boom.

    Is it bad to run a pwc out of the water?

    Not great. They use water to cool the motor like other marine engines. You can start a PWC out of the water briefly--most manuals say no more than 15 seconds. Any longer and that motor is getting real hot with nothing to cool it.
