Can you add a spin on filter / water separator and not use the canister one and just leave it out? Also the fuel you added to the tank, did it have ethanol in it? That's the only thing I can think of that would dissolve that filter.
Maybe the flotation foam will give a little over time but the pressure is spread out well.
I put foam under my tank too but I added 2 cross supports of angle AL riveted in as SC originally used a 2x4 sitting in the center on the ribs that rotted out. I guess at least he won't have to worry...

Just inspect the rivets for obviously damaged solids that have a tipped, ground down or missing heads that might become an issue later on. Some boats were never abused in a manner that you would have to re-buck any.

No need for new hubs if those aren't damaged, I would pull them off, check the bearings and races, remove all the old grease, inspect spindles for grooves and since you have them off replace the grease seals then repack the bearings and hubs.
The keyed power comes from the controls to the gauges so look for it and jump from a power connector on the first in the daisy chain. I would put an inline fuse as recommended by HB.
There you go, that stuff is a powerful rot deterrent. Remember the flats will only take so much as the glue layer is a barrier to any sealant, the edges are key.
Oh man paint striping is the worst and doing it upside down on your back makes it almost unbearable. You can have the motor pulled in an hour. From your pics it looks to me like that is the original white washed transom and the front motor mount is original too. Both really should be replaced.

No anti fouling paint on AL boats especially freshwater and since it contains copper to inhibit sea life growth in salt water it could cause corrosion.
