987124 is an ‘86-‘93 OMC Cobra, and it says 5.0 so that’s either a 302 or a 305. Specific year doesn’t matter much between those years, although the order number is the serial number where you can get the year of manufacture

If you have an electric motor shop, they can most likely rebuild it. Parts are available if you are familiar. I haven’t rebuilt a starter in a decade, but it’s not terrible.. the starter is a sealed Version ( ignition protected) of an off the shelf starter for an old SBC or whatever.
Even $3k is high for an old ‘glass 14’ boat, especially if it still has a Chrysler motor. Chrysler/ Force outboards aren’t too bad more or less but they tend to be worthless to most people

You have 2 options. Affordable Fuel Injection which is plug and play but your OMC shift interrupter drops rpm rather than just interrupts spark. They may not have a solution. And their kits are not fully USCGI compliant ( they can pass a visual ).

I’ve never actually seen one of those apart so I’m not 100% sure but it appears to be the DIS ignition, which never works right. Parts are NLA. It was used for a very short time so your mechanic might not even be familiar with it.
