    Got to agree with the above. It can only be down to the motor being bad, the rams stuck, you’ve got the locking arm engaged, if you’ve ruled out the electrical side and that’s all good. Does the engine move when you open the vent release screw a turn or two backed off ?

    2 things. 1 it’s almost odds on to be a fuel thing 2 full throttle shouldn’t be 4000 rpm. It should be usually 4400-4800 on a carb motor like this. Generally anyway. Only getting 4000 rpm at full throttle would indicate a very harsh strain on the engine. Not good for her at all.

    You can treat it. An Invasive thing to do, but possible if it’s not all over. But even if it is. You’ll find that many fresh water boats have this, if a certain vintage and especially if they’ve been left in the fresh water without being lifted out each year for too long.
