    Float bowls can't stop the fuel so it dribbles out the carbs. Unplug the fuel lines when tilted.

    I agree, my uncle was a dealer back in the day and maybe just before that the 115 was the biggest. Did you tinker with the kill wire or the man overboard clip? Start there.

    Think that proves it....a spec of fuel hose that you missed upon removing it. If you can get to the float bowl drain screw and remove the idle circuit screw, sometimes you can blast it backwards with compressed air. Otherwise, you know what you'll have to do. Damn 9.9/15 are a time burner...

    I think I'd start by isolating the control box and jump start it at the motor and see if it runs good that way. That will eliminate the control box. Corrosion, bad wire, key switch. Look at those things first.

    I run mine out of gas except my big ones that are permanently fixed fuel lines. The trick though, is to use them and not let the gas get old. Seriously though, when I get engines and I buy quite a few, 80 percent of the time it's a carb related issue. Glad you found the issue.

    No points on the motor. You will need a flywheel removal tool as well plus an alignment ring. Might need to find a buddy to help you figure out that fine motor.

    My vote is carb clean as well. Simple easy carbs. As soon as you remove the bowl that usually tells the story. Gas coming out the vent hole typically means dirty carb when priming.

    Gravity is off from global warming mostly caused by all the electric motors now. Really, though. If it's that much of a concern, drain, put in the right amount and study it again. Be happy it's not back to a quart over and full of water.
