Could be any number of things. Oil filter defective and leaking, oil filter o-ring bad, not tight enough, oil cooler line leak, oil drain plug leak. you will have to do some looking. hopefully you got it shut down in time to save the engine

Just kidding. It is definitely a drain hole and you might look around in the boat maybe in some storage compartment and find the plugs. Are plugs blue plastic or metal?
What is your engine serial number or at least what engine is it and is it carbureted or fuel injected? Basic maintenance items like fuel filter and fuel line inspection taken care of? Any water in fuel? Check antisiphon valve and fuel tank vent?
What temp does your engine run? Cooling system working well? Thermostat correct temperature? If the engine is hot and the engine bay is fully heat soaked, you could be having vapor lock
PCV is crankcase (engine ventilation) not fuel system. The fuel tank has a vent or else it will draw a vacuum as fuel is used, then it can't be pumped to the engine.
when the cage around the impeller spins, it can damage the housing. You may need to replace the whole unit. Raw water cooling will cause some rust in the manifold. How bad is it? Big chunks coming off?
Just because the block doesn't have a mechanical fuel pump doesn't mean its a vortec gen 2. Get the casting number off the old block or remove the intake and look for a balance shaft. If you do have a balance shaft block, the starter will fit the new engine

That gasket kit appear to be for an outboard.
I was able to get a pair of springs from this set that worked with prestolite distributor and matched the factory advance curve. It took a little trial and error and you need an advance timing light or timing tape on your balancer...
