    I will vote no it didn't, because your on a hose so the hose is pushing water thru the motor.

    So this is a used motor? Cranking it more times would not increase the amount of pressure Your motor uses a flat style cap. Check timing of the distributor. Check the fuel pressure at the rail, should be 50-60 psi (3.4-4.0 bar)

    The exhaust bellow should play no effect on how the boat runs. Check inside the exhaust tube coming from the motor to see if something is clogging the exhaust

    No need to bleed to see pressure above 10 psi, the HP pump will push above 60 psi. There are 2 things that control pressure, the pump and the regulator.
