    I say it should at least start and run with that compression. If it were me, I'd remove the magneto from the motor and go through it completely. Are you up to that task?

    Of course there is oil in the bucket. It is the oil that you put in the gas. It doesn't just disappear. The water under the hood is from a rotted out core ("freeze") plug in the cylinder head. There are three of them. The bottom one is notorious for rotting out.

    Yes, you have to remove the powerhead, not a difficult job. In addition to the water pump parts, you will need a powerhead gasket. Also, any worn, defective, or missing carbon seal parts on the drive shaft---they are extremely important. At the least, replace the 303355 gasket and 303347 o-ring.

    Same welsh (core) plug as used in a few thousand carburetors. Many outboard techs will have a hoard of them in their "goody" drawer, unused from carb kits.

    I have never seen a specification for the end play. Several tolerance factors can stack up to influence the end play, positive or negative. Your 0.012" doesn't sound at all unreasonable to me. I say relax.

    The "A" vs "S" indicate a mid-year engineering change was made. Could be as minor as a screw or seal or something bigger. Hard to tell without sitting down and studying the parts books.

    Not to worry, it is normal. The flywheel kicks the bendix down when the motor starts running (rotating faster than the starter). It didn't start running, so the gear stayed up. You can sleep well, knowing it's ok. If it really bugs you though, put a wrench on the nut and hold the flywheel...

    crank bearing loose on 70hp rebuild?

    The dowel pin is what locates it from moving side to side (actually up/down in right side up configuration). Don't know why it took an hour to line it up. I seriously doubt laying the crank on the dowel damaged anything. After all, how else can you do it?
