    I used a mirror edge to check the mating surfaces. Fine sand paper and sealer; lots of cursing at first but turned into a worthwhile learning experience lol

    1.25 turns out is a good start; then adjust from there. Really important the floats are set correct though and no debris blocking the needles from movement.

    I had 14 bolts break on me and they are not hard to snap!because I was impatient ! It may be a record. It was a salt water motor though. Use patience and care along with some heat and penetrating oil. It’s not a hard job. Tapping on each bolt doesn’t hurt as you go either-good luck

    Had a similar issue with a 4hp Merc once. Had it cleaned w/sonic cleaner because it gummed up one of the small passages and replaced the diaphragm -ran like new after reinstall

    As pnwboat said; there may be a tiny piece of debris preventing the needle to travel freely up/down-(speaking from experience), more over, the floats need to be adjusted just right otherwise the carbs will flood-post some pics and/or year model of motor??

    I need to add that I also replaced the spark plug boots and the spark had improved as well. Doing a simple resistance test on all plug boots revealed one bad or intermittent condition-just saying check it all anyway you can
