    I don't see the thrust washer as being a cause for ventilation. It keeps the prop from eating up the lower unit casting. You have some other problem. I have a bad habit of getting "too close" to a problem. Need to back off and see what "else" you changed from when things were working right.

    Fuel pressure isn't very much, like 3 psi at idle and 6 at WOT on some engines. If the pressure is too high, the float is unable to keep the needle valve that lets fuel into the carb bowl seated and you flood and run rich.

    I would guess you have the power to the starter on the wrong terminals. Get out your digital multimeter...if you don't have one Harbor Freight sells them for sure for less than 10 bucks and surely numerous other places. Put it on the Ohms measurement type and lowest scale...like 200 Ohms...

    Very possibly that is what came on your boat when new. Staying with the same mfgr., model/type, pitch and diameter should return you to your original performance....assuming your engine is up to it's original performance.

    Probably because you are going slower, the sound waves aren't blown away like when going faster. Also, you probably are paying a lot more attention to what's behind you so your ears are pointed in the direction of the sound more often.
