    Ayuh,..... With a carb,..?? No way, it's vented, air is purged,..... I once serviced an efi motor, that seemed to need the filter prefilled,... I usually prefill maybe 1/2 to lighten the load on the fuel pump, but it's not necessary,.....

    Ayuh,..... Pull the drive, 'n rebuild the raw water pump,...... Back-flush the system, by hookin' yer garden hose, to the hose ya pulled off the t-stat housin',.... While the drive is off,.... The entire inside of the drive housin' is Wet,..... Could be the pipe from the pump is...

    Ayuh,..... Pull the in-comin' hose off the t-stat housin', 'n run it for a few seconds,.... You should have a massive water flow outa the hose,.... If not, work yer way back to the drives impeller,.... If so, is there water in the block,..?? Is there flow outa the hoses to the manifolds/...

    Ayuh,..... Pull the drive, then the motor,..... Once on the floor, you can access the damage, 'n plan a fix,..... Gettin' the broken studs out oughta be fairly easy,.... I'd center punch 'em, 'n try to back 'em out with a lefthanded drill bit,.....

    Ayuh,..... The wheel to shaft is probably a 3/4" taper, with a woodruff key,.... It only fits one way,..... If it's old enough, it could be a square taper, which can be moved in 90* increments,....
