    You should....however, if the voltage doesn't rebound, make sure the motor terminal post on the back of the battery switch is clean and shiny.

    Soot getting to the outside like that is a leaking water/exhaust tube seal. You must have knocked it loose when you removed the lower unit. You can run it, put the leak will get worst and make a mess (oil and grime) of your lower unit.
