When was the last time the batteries loaded tested?
Disconnect the batteries from each other and test independently.
A fully charged 12 volt battery should measure roughly 12.7 volts. A battery is considered dead at 12 volts
Proves nothing…. Simple selector switch. The odds of all 5 contacts being bad is next to zero.
Did you check continuity between C terminal and the other 4 speed contacts?
If that checks there is nothing wrong with the switch.
What voltage do you get between C terminal and ground!
Looking at the schematic you have a switch and a “speed coil” in the circuit.
No functional description of the coil but it feeds what appears to be a simple speed selector switch.

Trapped air can be problematic when changing the separating filter.
Some people fill the bowl with gas prior to installation, but that can be dangerous and messy.
When changing the filter I run the motor for a bit to fill the carbs with fuel. I then change the filter and start the motor again...
If it's the 1996 boat and motor listed in your profile you are not going to be happy with the book value assigned to the boat.

Most transducer mounts were “breakaway” until the large, side scan transducers hit the market.

Swap out any fuel lines that are 10 years or older.
Buna gaskets (black) make it 4-5 years before they start to weep with E10. Wouldn't change gaskets until they start to weep or the carbs need rebuilt
Bought a Stihl 028 to clear a lot in 1989. Same thing happened to the plastic “aquarium tubing” in the tank @ 2015 or so. Replaced with Tygon tubing.

Once primed, a pump will typically stay primed until you remove the boat unless you have a leak in the supply line.
It’s either the isolator or the ACR. You can’t have both in the circuit
What battery switch?
Starter typically goes to “common” where you currently have the power panel connected.
The drain should be plumbed directly overboard.
On a boat that old, the drain hose could have rotten or broken off and your dumping the water in the forward part of the bilge and the limber holes are clogged
