You're overthinking it.
I would not run a mechanical fuel pump drawing against a closed valve.
If you want to run the carb dry, just pull the fuel pump and run the motor
Most likely the carb needs work.
Verify fuel is squirting. Make sure the choke works
Being a 1990 cruisers make sure you do not have moisture in the transom and stringers
Most cruisers boats of that era would have needed repair long before 2025.
Ted, this is outside my realm of knowledge. I believe that DTS is CAN based and needs the network dragged over to run them. (speculating). I did recommend having a video of them running on the hard prior to pulling them.

you wont find a new block as GM moved from that platform in 2014.
even the old SBC you wont find new GM blocks, only aftermarket
your best bet is find a 2007-2014 GM truck and pull the motor. this is also about 1/3 the cost of rebuilding a motor. you can get a low mileage 4.3 from a late...

the "234" block is the 2007-2014 motor. base model Silverado and Siera trucks had them as well.
why do you say you need a new block? did you freeze bust it? if so, you also need new heads, intake manifold and exhaust manifolds

Balsa is a great core material and still used today on many larger boats. the cockpit sole and the foredeck on my boat are all balsa core and even Ted's Cruiser has a balsa core foredeck
