    I think from the photos it looks like there was inadequate prep wok of the old surfaces to get a good bond, doesn't look like it was really ground down enough to make it adhere properly or had grease left on it.

    It may have been a marina kept boat? That is a fair amount of corrosion for an alpha in fresh water. May want to see if the mercathode is working on it .

    Assumed so. Two thoughts would be to remove or replace the anti siphon valve in fuel line, and maybe run with tank cap open to see if fuel tank vacuum is an issue. I'm assuming that the fuel pump replacement/Diaphragm work didn't make any change? Might be worth seeing if you are loosing power...
