    No that little pump does NOT pull fuel from the tank.----Find the VRO pump big black plastic housings.

    It is possible that a different lower unit has been fitted.----For a few years they installed some that did not use a clutch dog.-----Make sure you replace the seals as water in these units is a big issue.

    Just fuel is not the cause.----Too much fuel will SLOW the motor down !!----You need the extra air and fuel to make it run wild.----Checked the belt timing ?----Checked for a sheared flywheel key ?

    Hard to make a mistake on assembly of the pump.----They always worked for me.-----So is the impeller a factory original part or something else?----Is the intake screen behind the prop clear and not collapsed ?

    Sorry I really do not know how much a ---" bunch of gas " ---is so therefor I have no comment.----I suggest you find a proper control box for this motor !
