Only way I know to verify injectors is to have them cleaned and flow tested. Normal cost is 25 to 30 each
Assuming impeller was replaced and boat was put straight in the water, did not run in bucket or with muffs
Pump housing might be damaged, maybe the seal where tube connects or something is clogged.

Looked your starboard motor up at Mercury site and it shows closed cooled and only the elbow gets raw water. Your Manifold should use coolant from the heat exchanger. Elbow may need replacement one day but do agree with your retired Mech. it should...
Don't know the serial number but motor probably has a EST Dizzy
Have you checked for 12V at the coil and Dizzy?
Have you done the test on the Dizzy parts as listed in the manual?
Checked the rotor to make sure the electrical tip has not come loose or broke?
ok, prior owner rebuilt carb because it was having problems would be my bet. Found out what the problem was and sold it instead of fixing. That is unless you have been using it recently and all was good.
I would start with a compression test.
What pitch prop is on the drive?

If this is a new to you boat then there could be a whole bunch of things it might be
If it isn't and it "did run great" last season then might just be the carb. Could also be a few other things.

Start with the motor which was not running and try to get it going first. Disconnect Bats from Bad motor (don't know which was running and caused the issue). Start tracing volatges
Not knowing which drive, just go to a place like mercruiser parts or Mercury site and look up the drive. Then find the part. In most cases (not all) the parts will be listed with dimensions
