    You need water about 12" higher in your test bucket !!-----You need to lower the motor in your test bucket !!!----You risk damaging the impeller.-----Replace the impeller and test with boat floating in the lake.

    ???----I am simple.-----I would take the starter apart for inspection / testing.-----Could be as simple as a broken wire.-----You have had your battery load tested ?-----Wires / connections all clean and tight.-----No need to rush out for a new starter without some simple inspection I think !

    Likely covered in grime.-----Those plates never fall off or fade away.---Not like the poorly thought out laser printed decals they use today !!

    The electric starter motor solenoid does when motor is running.---Some testing needs to be on it.------Run with a timing light on each plug and see if spark behave properly when accelerating.

    Look above the transom clamps and below the lower cowling.----They used to have a quality stamped plate there with serial #-----Yours would be in the 1755 range I suspect.

    How to determine if a shaft length is right for your transom?

    Post pictures of your motor.-----Or a model / serial #.------Measure the transom on your boat.----A 12' aluminum is usually a 15" transom.----A 14' boat can also be a 20" transom.-----Or run to your local friendly boat shop and they can tell in seconds whether you have the right motor.

    The wrap around cowling appears to be from a 1965 model.----Distributor certainly is from that era as well.

    1960 Evinrude Fastwin Stutter

    There is a threaded bushing inside the carburetor.-----The low speed needle threads into that.----If thread is bad then low speed needle may not move in and out.-----Time to redo the carburetor work.-----Or throttle plate is open too early.-----Throttle plate must be closed for proper idle.

    ??---You switch those wires to test the coils / powerpack!---I know the motor will not run with wires switched !
