    Open low speed mixture screw 1/4 turn and test again.-----Or after initial cold start use 1/2 choke / primer on cold starting.

    Can the newer hex headed drain plugs be used for the vent plugs?

    The hex head ones look nice.----But not as durable as the slotted ones in my opinion.-----They need to be tightened correctly to last for years and years !

    Post picture of the black plastic throttle cam that pushes on the roller assembly.------Motor needs 4 things to run.------Correct amount of air and fuel,-----Crankcase compression in both crankcases.----Spark at the right time.-----Compression in the cylinders.-----Some simple trouble shooting...

    The electric primer is a valve.----It is NOT a pump!!----It gets fuel pressure from the fuel pump.-----That fuel is sprayed into the engine when key is pushed in while cranking it over for cold starting.-----What other trouble shooting was done to try and find one cylinder that might be lean.

    There is nothing wrong with that key.-----Remember that key locates the flywheel for correct timing.----The flywheel is driven by the locking tapers !----Same flywheel key on a 9.9 as on a 300 HP motor.

    There is a separate cable that goes to the trim / tilt relays.----You do have those relays I hope.
