    The parts book shows a spacer ( item 68 ) above the pump.-------I can not see your motor , or know what has been done.-----Perhaps the spacer is only used on long shaft models.-----The kit comes with o-rings for it..-----So perhaps throw them out.----Sorry.

    Is there a plastic tube stuck in the exhaust housing , yes or no, or no idea what to look for ?----This tube fits in the top of the water pump and is about 3" long !

    Reed valves / leaf valves are the same thing.----I do not need to look at a parts diagram or manual to overhaul one of these simple motors.

    Check the reed valves.----Run with a timing light to see which cylinder might be loosing spark.
