Fact-----A spinning shaft wants to stay where it is.------So in a boat in rough seas the crankshaft and flywheel want to stay put.-----But boat with engine attached want the crankshaft to move with it.------Make sure you use the correct oil.

Agreed the 28 / 33 / 40 HP had a DRIVE PIN and a cap that just slid on with a cotter pin to hold it..----BUT, most of the 18 HP motors had a threaded cap.

Stop.---The belt , battery and generator have nothing to do with making spark.---- -When the mark on the flywheel is in between the 2 vertical marks , that is the point where breaker points open.----That is NOT where points are set at 0.020".----Use an ohmmeter to determine this.-----Find...
Best to test the electric shift coils / shift switch now..----Also you must have a working generator and voltage regulator on this motor.----Do a compression test.----Post your numbers.
??----Glue some dimes or nickels in the holes.----Install new wood on the inside and outside .---Drill new holes and you are done.--No need to overthink this simple repair in my opinion.
Replace wood inside the boat.-----Replace wood outside the boat.-----Use the upper holes in the motor brackets.-----Make a wedge for the lower bolts so that nuts go against a flat surface.
Remove tilt tube and steering cable from motor.-----Cut the tilt tube off with mini grinder.-----Replace with good used tilt tube.------Very common item in my opinion.
