To clean a carb, you must remove the carb, disassemble the carb, siak the carb in carb cleaner, mechanically scrape gaskets, mechanically probe circuits, flush debris out, reassemble the carb and then set/adjust as needed.     Only way to get the y-pipe out is to pull the motor If you have water in the bellows, you may have to replace the u-joint shaft and reseal the input of the gear box
