Can get fuel to the pump from a handheld?
Can from the inline filter to the carb but nothing from either tank?
Some of these boats have 2 filters and one is down low in the bilge forward of the motor. Have you followed the fuel line back to the tank?

Check for 12V at the main power relay when key is turned ON. Should have full time power on the Red/Purple and Pink/Green. When key is ON should see power on pin 87 Red/Black
