    You need a vacuum fuel pump tester and a Tee fitting. The fitting is placed between the carb and fuel pump. Merc has part number 91-18078 or can make one up from rubber hose and fittings found at the auto parts store

    You have 2 diodes (item 16), check them to see if they are connected and working. A diode will pass current in one direction but not another. If you have a diode scale on your meter shift to it to test.
