Yes you will need to completely remove the power head. It can be done by hand if your young and strong. If you have a tree close by you could use a come along or block and Tackel. There are many ways to do this. Your question about removing just the cylinder is a bit concerning. I feel like you may have some research to do on this project.
Do you have a service manual?

thank you i will remove the hole thing .....
we never know because on a dirt bike you dont have to pull the hole engine out to change ring and piston .....i do have some research by the way .......and im looking fora manual but they are all far from me ...... but as soon asi find one i will buy itfr sure

I would say before you go any further try and find a machine shop that is willing to do this work for you. It’s getting harder and harder to find anyone interested anymore.

yes i decided to rebuild it
i finally got the flywheel out :)
is it possible to remove only the cylindre part of the engine to bore it
or i need to lift up the whole upper unit to dismantle ???
Well good for you. Glad to see some young folk wanting to rebuild stuff even when it doesn't make financial sense. Remember to go through the gearcase to though because it can be just as expensive as the powerhead when not properly maintained. Racerone, post 47. Follow those guidelines.

actually here in vancouver its hard to find and i dont want to go older or smaller than this one wich is a 1992....
so something simillar newer reach 3500 to 7000$
i was happy of that engine when i bought it and after all this i will know my engine perfectly and its giving me the peace of mind if i have an issue with it on the wateri will know what en where to look to fix issues

Well, I'm in Seattle so we are practically neighbors. You can pick up those 70 hp 2 Strokes around pretty cheap (much cheaper than what you list) because most people want the 4 strokes. Problem is you never know what your getting.

If it doesn't have much or any salt damage then have at it. Remember though, cooling and or that vro may have killed it so make sure all those components have been gone through....oh and a...did I say....electrical STUFF!!! Lots to learn!!!!
