There is a product used in floor vinyl called seam sealer. It is a must have for a permanent seam. I believe it is a type of two part epoxy and is applied with a sqeeze bottle with a very thin spout. Unsure about it's UV rating. Goes on clear in gloss or matte also sold at HD.
On the 3m note I used the 90 on some soundproofing and although it stuck fine innitially it did not like getting hot and delaminated. I would not use it on a floor. DECK !! sorry JB
Also I would vinyl the deck and then reinstall a vinyl wrapped seatbox on top. Kindof a waste of material but a seam at a seat would probably separate eventually.
