Have a look at the wiring diagram. There are four terminals on the ignition switch. The red wire is the hot lead coming from the battery/big post on battery. 12V always. There are also two terminals with green wires. They are the switched terminals. One feeds the power to the guages etc, the other single green feeds the coil. This also passes through a resister, dropping it to 9.6 volts according to you, and there is a fourth terminal with a white wire which goes to the solenoid/starter motor.
If you can access the back of the switch you can test it with a 12v test light.
I does seem like a switch problem but i may be worth testing before replacing.
