You said you pulled the rope 3 times to check compression. You should pull until the needle stops moving. So perhaps the compression is actually higher?
Shop Evinrude (BRP) lists UJ4J as the recommended plug. It has an auxiliary gap to increase voltage at the tip and resist fouling. J4C is for the universal magneto.
Okay. I just use the flywheel when timing points. Never used the fixture. My Service manual shows a fixture being used for that ignition. Maybe there are different fixtures.
The throttle plate should start to open in between the 2 dots. The 2 lines are for timing the ignition. The adjustment of the cam roller is for acceleration and not for idle.
Your photo shows the impeller in a cup. So probably you have a plastic pump housing. If so then the part number is 0387361. And the plate used with the plastic pump housing is 0323597.
If you have this style carb the primer has a spring and a check ball.. The check ball can get lodged into the spring allowing fuel to pass through the primer. This happened on my 25hp and my nephews 15hp.
