    Often this type of troubleshooting becomes a process of elimination. So, you should probably check the cam shaft P/N and related spec's to either eliminate it or consider it.

    There are some ball hitch scales that you can buy for not too much money . . . You can also Google how to use a bathroom scale to check/calculate the tongue weight. Going to the public scales may be more appropriate to get the total weight

    Save yourself the design challenges and agony of reworking the stern/transom. . . get yourself an appropriate sized bracket. There will be enough work in just modifying and reinforcing the transom.
