    If you are asking about steering friction it appears to be number 85 in the diagram. A screw with a spring. Most of my OMC motors it is in the center of the swivel tube and you need to get down and look for it. I do not own any 9.9 so not sure. If your asking about tilt friction it is number 32.

    Did you try both cylinders? Your explanation suggests you tried just one... Check to see if both spark plug leads produce an open air spark of 7/16".

    I started leaving the motor down and just running the electric motor at a higher speed. And I ran the carb dry before tilting it at the end of the day. My main concern was the high speed surges that started af ths same time I noticed the carb leaking. I'm not sure if it's related or not.

    I believe the 9.9 carb will have a smaller throat then the 15. Someone may have changed out the hood to be able to go on hp restricted lakes.

    I have added a few kill switches to older motors that didn't have them. And I just connected to the points. This is also what I read to do.

    Sounds like it is running on 1 cylinder. You said points. Did you replace them or adjust them? The points need to be cleaned even if new. Spark should jump an open air gap of 1/4 inch or more on both leads.

    All of my larger twin cylinder motors in running condition have 135 psi and more.
