    How old is the gas? Old gas goes bad, especially if it's got ethanol in it. What's the story with it? Did you just get it, or you have it previous years, and had running last year? Has it ran this year yet?

    Maybe the alternator body isn't grounded through the brackets. In the diagram it also shows a ground terminal on the alt.

    For an Alpha One, the max angle of the drive (trim limit) for running is set at 21¾" center to center for the trim ram mounting bolts. See the attached video to get an idea of what that looks like.

    Yes, that starter itself is your issue, unless the motor is hydro locked. You could pull the spark plugs out a see if it cranks with them out, and any water shoots out any of the holes.

    Sounds like you verified the starter is the problem with both large posts showing 12+ volts and only getting a click. That click is the solenoid engaging. To me the next step would be to pull the starter out, you could do the same test with it off and see if the the same results happen.

    I'm pretty sure the easiest way is to split the arm with a cold chisel to remove it. Have you ever upgraded that upper seal/ shift shaft bushing yet? Now's the time to do it if you haven't.

    Is that marine fuel hose? I can't see on the line where it states USCG Type A1 fuel hose, which is fire rated. Type A1 is for lines that will have gas in it all the time. There is also Type A2, which has a lower fire rating and is used for tank vent and fill lines.

    Did you check the inline gas filter in the carb inlet? While the fuel line is off I'd get the line spray into a bucket and crank over the engine and see if gas flows out of the line.
