    If it runs, the compression is enough to operate the fuel pump. Assuming the piston is not blown out of that cylinder. But you say it has 80 psi, so that is not the case.

    Be sure to check the drive shaft bushing just above the pinion gear. They have a nasty habit of wearing, causing side-ways slop in the shaft and improper gear teeth mesh.

    3/4 turns open on the high speed and 1-1/2 on the slow speed will get it running. Adjust from there, once running. "Extra" oil from what? 50:1 is normal spec. 24:1 won't hurt, but necessity is a matter of opinion.

    My guess is that you are grounding the running lights through the ignition kill wires. DON'T do that. Running lights should not be connected to the motor wiring. Run separate fused wires from the battery to power the lights.
