    Before getting in to deep on electrical issues, do a deep dive into the transom and stringers !! At that age you have a 98% probability that all the wood interior structure is rotted out, making the boat unsafe. For your own safety, please check it out carefully !!

    Water is not a dusty dirty atmosphere and the cover is designed to trap any real dust particles and let them settle. On racing engines where there is no cover, they do add filters/ spark arrestors.

    I think I have the same motor but badged as a Mercury. Sounds like fuel flow issue from the tank. Probably in the fuel shut off valve. Disconnect from carb and see how good the fuel flow is!!! While you have it apart, cleanout the fuel tank, replace the hoses, mabey even flush out the carb...

    Do you have acess to a computor to check it out ?? These high tech motors are all electrical controlled and can be hard to figure out without the tools required. ECU is a high probability but only testing can say for sure.
