    Water must be 6" above the impeller in your bucket.----And good luck with the motor.

    Some will argue.-----Since motor overheated and stalled you should post the actual compression values.----Or remove bypass cover ( 3 screws ) and look at pistons and rings.-----On severe overheat the plastic washer at the top of the water tube melts and often blocks water flow to the power...

    Tried switching plug leads ?-----And 5 to 10cc of fuel is overkill.----5 to 10 drops get a good test result.

    Just take the cylinder head off.----Easy to do.----Will teach you a lot.----I am a little more than 2 hrs away ( north ) from you.----Canadian side of the big lake.

    The starter motor does NOT engage if control is in forward or reverse.----The " man overboard " safety switch kills / prevents spark if not in proper position to run.----Sorry----There are many , many people who are unaware of the simple things you need to know to start / operate an outboard motor.

    I see it has that other starter.----Still easy to take apart to dry it out and lube bushings.

    If it has the Bosch starter ?-----Those are elegantly simple to work on.----Easy to install new brushes.----I use brushes at $6.50 / kit.---Nothing to them.

    Check the reed valves.----I believe compression on that should be around 140 PSI.-----Here the cylinder head would be off in minutes to have a look.---Head gasket is cheap.----Your location?

    ??---Neutral switch has to do with cranking the motor.----Nothing to do with preventing spark.

    There are 2 screws missing in the picture.----One empty hole in each coil.-----Maybe the ring under the magneto plate is out of position.---A novice gave up when screws did not go in or work properly.

    Need to accept the fact that starter needs to be taken apart for cleaning / drying.-----Lube the bushings.----A new set of brushes would likely be a good step to take as well.----Easy and simple to do.

    Those coils are not original.----They are new or near new.----No need to worry about them.
