    its not ideal, however if you scuff the area with 24-40 grit to give the surface some tooth, you can get the VE to stick. its purely a mechanical bond at that point and no chemical adhesion.

    You won't find anything online. That is a serial number (pre 1972). Look up the specs on fiberglassics library, find the appropriate model You may have to take your neighbor with you to get it registered in your name
