    Remove flywheel.----Remove rotor and distributor cap.----Clean and set breaker points.----Inspect anti-reversing spring.-----Clean distributor cap.----Assemble test for spark.

    Those solenoids came out on 1980.----Basically remained the same for 25 years.---Very simple / very reliable.-----Does solenoid valve click when you apply 12 volts to the terminal ?

    Those 2 black wires have nothing to do with 12 volts or power !!!

    The Evinrude and Johnson brand names are owned by BRP.-----Evinrude is not marketing outboard motors at this time.----But who knows what they might put on the market next month or next year !----Think ELECTRIC of some kind.

    The piston / rings are damaged !!-----More required than honing !-----Piston ( likely O/S needed ) needs to be replaced.-----A donor motor / block is your best option.

    I would be very , very careful with 12 volts around black wires.-----And 12 volts from the battery is only used to crank the motor over.-----And 12 volts from battery is not used to make spark.

    Boat wont start after running.

    That 1999 70 HP is a fuel injected 4 stroke ( Suzuki ) and crankcase pressure is not an issue I think.
