    They are NOT cold engines at all.-------They start easy hot or cold !-----I would have your battery load tested ( even if new )-----And I would take the starter apart ( very easy ) for inspection and ohm check on armature.----Should read infinity on a digital meter.

    Make sure there is no water in the gearcase oil.----Make sure gearcase cavity drain holes are clear and draining after use.----Rotate engine 1 or 2 turns to drain water pump.

    The neutral safety switch has to do with the starter motor.----Not spark.----If motor is in gear it should not crank over.-----A primer bulb easily gets rid of air.------If primer bulb does not go hard it could mean a ruptured diaphragm in the fuel pump.
