    Agreed----It should be free !!----Take the other lower unit too.----After looking again , I think it is a 1976 based on paint color and motor linkages.----It is a long shaft based on steering hook up.

    That would be an E-TECH 2 stroke motor.-----Gas and oil are NOT mixed on this motor.------The ECU and oil injection system look after this.----See a dealer , read the owners manual before turning the key !!

    Correct I would say it is a 1986 also.----At a dealer you would have no trouble getting help.-----Mercury technicians generally do not work at Amazon.

    At the wires on the motor you can take ohm readings on the forward and reverse electromagnets.----Both should read the same value.

    VRO did not come out until 1985 on the 70 HP I think.-----So mix the oil in your fuel tank at 50:1 ratio.-----Install a new water pump impeller before you launch the boat.----Perhaps read an owners manual before launching the boat.

    Lot of iffy boats being sold to eager buyers these days.----I can not see, feel or hear your motor.-----Sounds like this should be easy to determine what is wrong.

    Used parts might be available.-----If in Canada------evinrudeparts.ca------might offer help.-----If forward now activates when you select reverse it means there is a problem with switch or wiring between controls and motor.----Might be as simple as wire fallen of the switch.
