    Have battery load tested even if it is new.------Find a manual or talk to a shop to get a tutorial on how to start / run / operate this motor.-----You can make expensive mistakes when guessing on this motor.

    Are you pushing they key in while cranking the motor over ?----Tried turning the red lever on the electric primer valve and squeezing the bulb ?------Have you read an owners manual on this motor ?

    The parts book seems to show more than one carburetor for the 15 HP model.-----Would depend on it being manual start / electric start tiller / electric start remote control.

    the factory gaskets maybe higher quality.----Especially the gasket between block and exhaust housing.

    Go ahead----try the $9.00 pump.------Post the results as many folks are looking at the very same issue. Look up and compare the shape of the head gasket on a 9.9 Suzuki for 1996 model.------Do the same for TOHATSU for 1996 if you can find a listing for a 1996 TOHATSU 9.9 parts for a 4 stroke.

    The electric primer ( aka choke ) is not part of the carburetor.----It is a separate item that works very well on electric start remote motors.

    Years ago I was at a shop where the owner said --" it is running on both cylinders because the head is warm "-----It took some effort to explain that I heard it was only running on 1 cylinder.----Testing is the path forward.

    I think the bolt pattern is different too.-----Looking for a lower unit ?----Posting your location may help.----Where do you see the same part # ???

    Compression test done ?-----Head gaskets were not the best designed item.----Is the shock absorber / slip clutch in the lower unit binding ?----Gas cap is to be CLOSED on the pressure system.-----So perhaps the float valve is leaking and flooding the motor.

    Long shaft or short they run the same.----The " sail " motor exhaust was plugged above the prop.-----5" or 10" extensions redirected exhaust above the prop.----Not sure why you are having these issues.

    Shift Shaft removed, now can't get back into gear

    Well------What happened is that likely the lower unit was removed in NEUTRAL.-----It then jumped into forward ( spring loaded clutch dog ) while being worked on.---Then on assembly it was in forward while control was in neutral.-----Correct on my assumption ?-----So now you need to fit the shift...

    The bulb does NOT stay rock hard once motor is running.-----1/2 squeeze when running is very normal.

    Add a kill switch lanyard on 1971 Johnson 9.5

    Yes easy to wire ( in parallel ) into the existing kill switch.----Just need to close the circuit to stop the motor.
